Solve the Problem of no startup of rc. local file in centOS 7

Problem:

Today, I added nginx boot to the rc. local file. It didn't start after reboot! What exactly does centOS 7 do to rc. local?

Solution:

Check rc. local file properties and find that this file has no execution permission!
