Press Shift after the boot. When the countdown page appears, press the key on the disk:

After the character interface appears, enter "space" and then enter: 1

Note: space 1

Now the single-user mode is enabled. Check the current selinux status. If it is disabled, you do not need to modify it. Otherwise, modify it to disabled.
