Download the Oracle client First

Unzip the path under the E:\oracleClient\instantclient_11_2. Go to instantclient_11_2 under Create Directory network, and then set up directory Admin under Network. Create the Tnsnames.ora file in the Admin directory and add it to the Tnsnames.ora file:

192.168.0.11--is the machine IP where the database resides

Configuration of environment variables

Add Tns_admin to the environment variable and the value is the path where Tnsnames.ora is located.

such as F:\oracleClient\instantclient_11_2\NETWORK\ADMIN\tnsnames.ora

Set the language of Oracle, add the environment variable Nls_lang, and the value is American_america. Al32utf8

Download and install Plsql Developer

After installation, enter Plsql Developer, select Tools->preferences->connection
