Download the Oracle client First
Unzip the path under the E:\oracleClient\instantclient_11_2. Go to instantclient_11_2 under Create Directory network, and then set up directory Admin under Network. Create the Tnsnames.ora file in the Admin directory and add it to the Tnsnames.ora file:

Add Tns_admin to the environment variable and the value is the path where Tnsnames.ora is located.
