Make sure the landlord is logged in as an administrator:
1. First, create a (new) User:
    Create user username identified by password;
    Username: User name for new username
    Password: New user's password
You can also not create a new user, but still use the previous user, such as: Continue to use the Scott user

2. Create TABLE spaces:
    Create tablespace tablespacename datafile ' d:\data.dbf ' size xxxm;
    Tablespacename: Name of table space
    D:\DATA.DBF ': Table Space Storage location
    The size of the XXX table space, m units in megabytes (m)
3. Assign space to the user:
   Alert user username default tablespace tablespacename;
   

4. Authorization to the User:
   Grant Create Session,create table,unlimited tablespace to username;

5. Then log in with the user you created, and create a table after logging in.
