Oracle_home
Tns_admin E:\instantclient_12_1-x32\network\admin

3. Enter plsql--Tool--preferences--Connect--oracle home directory name (automatically detect null), import path E:\instantclient_12_1-x32
OCI Library (Automatic detection is empty), import path E:\instantclient_12_1-x32\oci.dll
The configuration is successful and the Plsql can be remotely connected to the database by rebooting
