Today read EXT/SESSION.C source code when you want to use Ctrl +] to find the definition of Php_session_start function, error: "E257:cstag:tag not Found", such as:

Note: The semicolon in the first command is essential. This command let vim first in the current directory to look for tags files, if not find the tags file, or do not find the corresponding target, go to the parent directory to find, always upward recursion. Because the path that is recorded in the tags file is always relative to the path where the tags file is located, use the second setting to change the current directory of Vim.
