The results of the audit investigation are as follows: first, the energy-saving measures adopted by enterprises and the results achieved the 41 enterprises are randomly selected from thousands of national key sources of energy consumption and national key monitoring source enterprises, including 16 electric power enterprises, 13 petrochemical Enterprises, 12 steel and non-ferrous metals enterprises. In 2006-2007 years, 41 enterprises have invested 16.889 billion yuan (of which the enterprise self-financing 16.583 billion yuan, fiscal and national debt investment 306 million yuan) for energy conservation and emission reduction. The second is the improper disposal of solid waste in some enterprises, which causes pollution and hidden danger to the surrounding environment. According to the regulations, the enterprise should be harmless to the solid waste produced by the enterprises, and the hazardous wastes which are toxic and so on should be disposed of by the units with hazardous waste operation permit. But the audit investigation found that some enterprises did not strictly enforce the above provisions. such as 9 enterprises to 209,800 tons of hazardous waste to 150 enterprises without business license disposal; 5 enterprises will be 108,000 tons of hazardous waste landfill or direct stacking, 2 of alumina production enterprises in the disposal of corrosive solid waste red mud, due to improper safety measures, resulting in some red mud leakage pollution surrounding land, 5 electric power enterprises using industrial sewage mixed or directly discharged into  Ash field and other ways to dispose of the desulfurization gypsum without comprehensive utilization, causing the environmental pollution hidden danger. Third, some government departments are not in place.  Audit investigation found that the department issued to the Enterprise Energy-saving emission reduction targets are high, low or not issued by the situation; individual local governments did not strictly implement the enterprise Desulfurization electricity price policy after July 2007, did not carry on the appraisal to the Enterprise Desulfurization facility, but paid the desulfurization electricity price to the enterprise in full. Third, the audit investigation found that the problem of rectification of the relevant departments, local governments and enterprises attach great importance to the audit survey of the issues and suggestions, take positive measures to rectify. The development and Reform Commission, the Ministry of Environmental Protection and other departments should soon improve and promote the implementation of energy-saving power generation scheduling, differential electricity prices, emissions trading and other energy-saving measures to urge local to strengthen the implementation of the policy of desulfurization tariff. (c) Continue to control the excessive growth of high energy consumption and high polluting industries. The development and Reform Commission and other departments should be further stringent high energy consumption and high pollution projects of the audit or record, increase the elimination of backward capacity policy implementation of the supervision and inspection efforts, serious investigation and construction of high energy consumption and high pollution projects, and improve energy-saving emission reduction index system and monitoring system. The development and Reform Commission and other departments should study the establishment of high energy consumption and high pollution industry projects and local energy-saving indicators to achieve progress linked to the elimination of backward capacity policy implementation of the mechanism.
