The money will be used to reduce emissions in developing countries and to help islands and backward countries that are easily affected by climate change.  The United Nations Climate Change Conference in Copenhagen entered the ministerial-level talks, but the gap between developed and developing countries in speeding up the political resonance of weather issues was apparent, with Japan proposing a huge financial aid package to seek compromise between the two sides.
