National 14 departments to standardize fees and charges to eliminate unreasonable charges

BEIJING, April 22, the National Development and Reform Commission and other 14 departments to release the management and regulation of corporate fees and charges, to carefully clean up the standard-related administrative fees and operating service charges, resolutely eliminate illegal, unreasonable charges, reduce the exorbitant fees. In order to carry out the spirit of the National Sinan working Conference, according to the State Council "on the establishment of governance and standardize the management of fees and charges," the Division of labor, recently, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Public Security, Ministry of Civil Affairs, Ministry of　　Audit Commission, AQSIQ, State Council Shing, state Bureau of Prevention and Corruption, and other 14 departments jointly issued the "on the management and regulation of enterprise-related fees" notice (the issue of the price inspection [2010]794), deployed nationwide to carry out governance and standardize the charges related to enterprises. The circular pointed out that the Central Committee and the State Council have always attached great importance to alleviating the burden of enterprises, in 1997, the Central Committee of the CPC and the State Council issued a decision on the management of arbitrary charges, fines and all kinds of apportionment issues (1997]14), after continuous centralized clean-up and rectification, achieved remarkable results. But in recent years, there has been a rebound in the phenomenon of arbitrary charges, some places ultra vires policy, some institutions, trade associations, market intermediary organizations, such as the imposition of administrative authority on the mandatory charging of operating services, some local government departments of arbitrary charges, serious damage to enterprise development vitality, endanger the survival　　The majority of enterprises reflect strong. The notice request, each region, each relevant department should insist on the principle that the specimen concurrently governs, the comprehensive treatment, thorough investigation, ascertain the base, ensure that the management work obtains the actual effect. To carefully clean up and standardize the administrative and business fees and charges, resolutely abolish illegal and unreasonable fees and charges, reduce exorbitant fees and charges, and enforce social group membership and charge management to correct compulsory initiation; accelerate the decoupling of trade associations, market intermediary organizations and administrative departments to promote orderly competition in intermediary service markets　　To increase the supervision and inspection of the fees involved, and actively carry out the special treatment of enterprises to reduce the burden, and establish a sound governance and standardize the long-term mechanism of fees and charges, and effectively reduce the burden on enterprises. The circular stressed that all regions and departments concerned should fully understand the importance of governing and standardizing the charge-related charges, strengthen the responsibility and sense of urgency, give full play to the functions of various departments, set up the linkage mechanism of departments, formulate specific work plans, strengthen public opinion, expose typical cases, and earnestly grasp the work. The relevant departments of the State Council will organize joint supervision in due course to promote the work of all regions and departments concerned.
