In May this year, the National Audit Office issued 11 provinces of all levels of government from 2007 to 2008,The results of the audit investigation on the management and use of special land funds.  The audit results showed that the income management of 67.481 billion-yuan land transfer in 11 cities was not standardized and was not included in the Fund budget management, accounting for 20.1% of the total levy. Now the problem is, we only know that the land transfer money "from agriculture, and used in the city", the city has become ever-changing, the countryside is still dilapidated; only know the urban residents of the land transfer money, is used for the affluent class, the general residents can only hope that the house sigh; Because there is no clear and authoritative information, it can be foreseen that in the fragile government financial management system, the revenue of the Ming account can not be open, transparent, let alone the Ming account of the land transfer money?
