The former is a service-side role, is to tell the application server what encoding output JSP file stream, the latter is in the client, is to tell the browser is what encoding to display the HTML page.

The former is encoded by the JSP engine for the output content, the latter will be encoded by IE on the page content, they are responsible for different encoding objects.
So, we sometimes appear on the page something is normal, and out.print ... Out of the thing is garbled, that is the reason.
