Install PulseAudio Device Chooser in Ubuntu
Apt-get install padevchooser
Use PulseAudio Device Chooser
Execute padevchooser
Click in the icon of the program, and select Manager.
Select the Client to check which program occupies the resource-> Properties-> Kill (I often see a bunch of Pidgin in this step, and I will simply restart Pidgin)
