Step One: Create a project on the GitHub website

Step Two: Open the project

Step three: Copy the address of the project

Step four: Create a new folder on your local computer, in the new folder, right-click the pop-up menu and choose Git Bash here

Step five: Enter the GIT clone project address

Step six: In the local computer use the IDE to create the project, and set the project's storage path to the project in the folder of step three

Step Seven: Find the folder location of the step six project, click on the folder and right-click the popup menu and choose Git Gui here

Step eight: In the Commit Message (text box): Provide comments explaining the following items. Then click Commit

Step nine: Go back to the GitHub project, refresh the site, and if the local project appears on the GitHub project, the upload is successful.
