Win7, run as Administrator cmd.exe

1. Modify the Yiic.bat file
Open the Yii installation directory D:/www/yii/framework/yiic.bat,yiic.bat with Notepad open with the following line:

The YIIC was not found because Wamp was installed without adding php.exe to the Windows environment variable. You need to assign the absolute path of the Php.exe to the Php_command.
