How to troubleshoot downloaded CHM files cannot display Web page problems

Method One: Modify the Registry
1) Create a new text file
2) Add the following content:
REGEDIT4
[Hkey_local_machine/software/microsoft/htmlhelp]

"MaxAllowedZone" =dword:00000003
Save As Htmlhelp.reg (or other name, as long as it is in reg format)
3) Double-click the newly created reg file, import it into the registry, OK, the problem is done
