Ftp connection rejected

The ftp connection is rejected-General Linux technology-Linux technology and application information. for details, refer to the following section. I installed linux enterprise 5 with VMware, the IP address of the winxp real machine is 192.168.10.92, and the ip address of eth0 of the virtual machine linux is 192.168.10.91. the firewall has been disabled and eth0 has been activated, the linux host name is RHLinux.
Problem:
In winxp, I use flashfxp to connect to 192.168.10.91, host name RHLinux, Port 21, but the connection is always rejected. Zero !!!
