This problem occurs if the server is using Secure Sockets Layer (SSL) and has added the following two HTTP headers or one of them to the response message:
No-cache,max-age=0,must-revalidate

Reason
When Internet Explorer communicates with a secure Web site over SSL, it enforces any No-cache requests. If there is a header, Internet Explorer does not cache the file. Therefore, Office cannot open the file.
Solution Solutions
Web sites that need to allow such operations should remove the no-cache header.

HTTPS cannot download / Open file
Phenomenon:
