When you enable a local Internet connection to share to VMware's virtual network adapter, the following error message appears, causing the inability to enable (shown):
An error occurred while Internet Connection Sharing access was enabled. Dependent service or group failed to start

Discussion on the cause
Internet Connection Sharing relies on the Internet Connection Sharing (ICS) service to be implemented only when the service is started. In general, when we enable Internet Connection Sharing, the system proactively attempts to start the service, but when the service is disabled or its dependent services are disabled, the system cannot start automatically, and an error message appears.
Solution Solutions
Right-click on "My Computer/computer (win7)", select "Manage", open the Management window, then select the "Services" option, under its list, look for the Internet Connection Sharing (ICS) service, select "Properties" and set it to start automatically. And try to start it. If you can't start the service, look at the Dependencies tab and look at the other services it relies on to find and start them all to fix the problem. Two examples
