1 Locate your Tomcat folder. Find the Service.xml file inside (path Tomcat\conf\service.xml)
2. Find your working range,
WORKSPACE\.METADATA\.PLUGINS\ORG.ECLIPSE.WST.SERVER.CORE\TMPX (x is 1 .... N, depends on your project) \conf
Find Service.xml to see if this file is the same as your Service.xml file.
Instead, replace the 2 temp file in eclipse with your service.xml.
These two files must be consistent for normal eclipse boot tomcat
