Solution 1. Download the Oracle client package from http://www.oracle.com/technetwork/database/features/instant-client/index-097480.html. I downloaded instant Client for Microsoft Windows (32-bit) "Instantclient-basiclite-nt-11.2.0.2.0.zip-" (Instantclient_12_1. Zip) "2. Unzip the instantclient-basiclite-nt-11.2.0.2.0.zip to the directory where F:\instantclient_12_1 is: F:\instantclient_12_13. To start PL/SQL Developer, click "Cancel" to not sign in, menu--and Perferences--Connection Modify the configuration of the Oracle_home and OCI Library:
Oraclehome:d:\app\administrator\product\11.2.0\dbhome_1 ( installation directory where the orcle is located）
OCI Library:f:\instantclient_12_1\oci.dll ( Extracted directory) 4.apply-"OK-" restart
