This error message occurs when the WebForm project is configured directly in IIS to access a page (for example, Login.aspx) on a Web site. The types and files in the project are present, and the project is compiled, but the error is always reported in the access.

First create a folder on disk (for example: D:\pub\webroot),
The WebForm project to be published in the right-click solution in VS
Click Publish (Publish) to point the physical path of the project's publication to the folder you just created.
