How do you, as a PHP interviewer, pick out the best engineers in 15 minutes?
15 minutes This is a little too short, basically only enough one or two questions (and follow-up questioning, etc.)
Technical aspects:
What is the most impressive new technology or technical problem that you have been learning about in the last six months or so? & Cross-examine details
What are the biggest technical challenges in your recent project? How do you solve this challenge & detail
(CV has a bright spot) introduce this XX on the resume, what is the challenge you faced? Why choose XX to solve your problems? & Cross-examine details
Non-technical aspects:
Describe the team work process you are familiar with or recognized
How to maintain and track the progress and quality of the project
How to communicate with superior/product/test/other development
How to deal with unreasonable demand/deadline/technical solution
Guess the candidate's strengths by feeling, ask him what he's good at.
PS, this is OK with PHP or other ...
Ask a math question, or let him quickly restore the Rubik's Cube.
