Root user login MySQL after new user prompt 1045 Error

Execute the following command to view root permissions

Show grants for ' root ' @ ' localhost ';

If the WITH GRANT option is not displayed, the description is root does not have permission to create a new authorized user (why, because I deleted user= ' root ' and host= ' localhost ' and then re-authorized all Privileges to create a new root user, but not authorized with GRANT option)

Then we use localhost login again to create a new root user, be sure to add with grant option later;

Grant all privileges on * * to ' root ' @ ' localhost ' identified by ' 123 ' with grant option;; Now we can use the root user login to create a normal user.
