The access level setting for the TFS system determines whether the user has package management access in the default configuration.
In the default configuration, only the "VS Enterprise" level of configuration includes the package management Service, and no other level of configuration has package management permissions.
The TFS system has a "basic" configuration level out of the box, which is why you do not have permissions to manage the service packs. Even if you have the permissions of the server administrator, if you do not configure access levels, you will need to authorize the user to set up the package service independently.
