1, Win2003+apache this kind of combination itself is not suitable, should be win2003+iis
2. Note the difference between the server and the PC used as a server, the former should be slower than the latter
3. The first access is delayed because there is a process to load the DLL from the hard disk. Appropriate expansion of the swap area can alleviate

Obviously the second machine has different Apache settings, or is a firewall problem.
