What happens when an Apple Development Account expires without a renewal fee?

Renew your Annual Membership

You can renew within 30 days of your existing membership expiration date, or at any time after it expires. The expiration date of the membership will be displayed in the account on the developer's website. To renew, sign in to your account with the Apple ID you used when registering, then click the RENEW Membership (Renew Membership) button. If the membership is still valid at the time of renewal, the new membership will be activated immediately after the current membership expires and you will receive a new two (2) TSI.

If the membership expires at the time of renewal, the renewal will be activated immediately after you complete the renewal process, and all free apps that were previously available for download will be in the shelves again within 24 hours. Once you sign in to ITunes Connect and sign up for a paid app contract, all paid apps that were previously available for download will become listed again. You don't need to resubmit the app. You will also receive two (2) new TSI and will regain the appropriate usage rights for any TSI purchased separately through Apple Developer program. Please note that the TSI purchased separately will expire one year after the date of activation.

Expired Membership

If your Apple Developer program membership expires, your app will no longer download and you won't be able to submit new apps or updates. You will lose access to pre-release software,certificates, Identifiers & Profiles (certificates, identifiers, and profiles) and Technical support Incident. However, users who have finished installing or downloading will still be able to use your app, and you'll still have access to iTunes Connect and free development resources.

If your Apple Developer Enterprise Program membership expires, your app will no longer be available for download, and people who have completed the installation or download will no longer be able to use your app properly. You will still have access to free development resources.

IOS Developer University Program membership does not expire.
