Academy of Social Sciences: Implementing a system of registered farmers independent of household registration

At the press conference, Li Zhou, deputy director of the Institute of Rural Development of the Chinese Academy of Social Sciences, said that there are several aspects to the current rural policy adjustment: 1. The provision of protection of basic farmland by legislation to protect all agricultural land should be directed to all farmland. "1.8 billion mu of arable land red line" is mainly related to "basic farmland protection", is a defect of land management system. Some local governments can easily play a blind spot between "basic farmland" and non-basic farmland, adding to the problem of farm-land protection.　　In view of this, it is proposed to replace the protection of basic farmland with legislation protecting all agricultural land. 2. Implementation of the "Registered peasant household" system independent of household registration management at present, our country's agriculture policy basically covers all household registration farmers. But in reality about 30% of the registered farmers have been out of agricultural production, the family out of the "farmers" accounted for about 20%. They should not enjoy the state subsidy for supporting agriculture. Their social security should be resolved through urban policy adjustment. In order to ensure that the agricultural policy aims at the occupation status rather than the domicile status, effectively solving the "four subsidy" is actually the problem of income subsidy, and should implement the "registered peasant household" system independent of the household registration management. The main income of "registered peasant household" comes from agricultural production activities, and has a certain scale of operation; at least one labour force is perennial farming; "Registered farmers" certification body for all levels of agricultural management department. The state financial investment of agriculture should be "registered peasant household" as the object. In order to maintain policy continuity, other rural families can continue to enjoy existing policy support but no longer enjoy additional agricultural policy support.　　The state gives free technical training to "registered farmers" and encourages agricultural land to be transferred to "registered farmers". 3. Increase the development intensity of the farmers ' cooperatives the agricultural production situation of the village has a great similarity, harvest years are good harvests, poor harvests of the year. Therefore, village-level farmers cooperatives are unable to solve the impact of fluctuations in agricultural production. To solve this problem, we must establish a trans-regional cooperative of farmers cooperatives. The greater the size of the union, the stronger its ability to eliminate fluctuations in agricultural production. With the union, professional managers have more space to display their talents, the scope of mutual protection between farmers has greatly expanded, rural capital lending and agricultural insurance market development environment has greatly improved.　　It eliminates the bank's risk, but also exempts the farmer's crisis. 4. Adjustment of the "university students to the Countryside" project to the relevant departments to carry out the "university students go to the Countryside" project, the focus should be to the cooperative transport through specialized training of university students, rather than let them become village chief or assistant secretary. From our investigation, the lack of managerial talentis one of the key constraints to the development of cooperatives, the transfer of trained college students to this position is conducive to overcoming this constraint, but also conducive to alleviating the university students ' worries about their future. 5. The development of "county jurisdiction" and the central town as an important breakthrough in urban and rural integration of China's set the city standard is too high. According to China's national conditions, the population of more than 10,000 people can be classified as county jurisdiction. The number of people following a group of rural residents in accordance with the central town construction, the country formed 50,000 or so with basic urban infrastructure of the central town. Below are dozens of settlements ranging from hundreds of people. After the formation of this kind of population distribution, the town government will become the primary basic public service principal, and the village is only a geographical noun.
