It provides efficient, low-cost, low-power Computing and data Services to support all types of information applications with resource aggregation and virtualization, application services and specialization, on-demand provisioning and agile service models.

"Twelve-Five" period is the key period of building a well-off society in China, it is an important stage to improve the ability of independent innovation, cultivate strategic new industries and build an innovative country. Speeding up cloud computing technology innovation and industry development is of great significance to support the construction of information industry and modern service industry, to upgrade the application level of informatization, to accelerate the adjustment of industrial structure, to promote the transformation of economic development mode and to maintain the steady development of economy.

In accordance with the major strategic needs of the development of the national information industry, this special plan is formulated according to the relevant requirements of the national long-term Science and Technology Development Plan (2006-2020), the National Twelve-Five "Science and Technology Development Plan" and the State Council's decision on speeding up the cultivation and development of strategic emerging industries.
