"Intellectual property rights should not be props and toys, but should be a tool to enhance innovation and competitiveness," said Professor Tao Xinliang, dean of the Intellectual Property Institute at Tongji University.  He said that if the weight of "quantity" does not weigh "quality", many applications have also been approved of the patent, in fact, not even useful. Tao Xinliang has done a study to investigate the patent "survival period" of several famous universities in China (all large patent applicants), and found that "life expectancy" was only 3.77 years. The reason is that many patents expire after the application has been granted and are no longer paid for. In general, a patent for invention has been paid for a period of up to 20 years, and those patents have been waived, stating that the applicant himself does not consider the application of development value.  It can be said that the only "contribution" of these patents is to "enlarge" the amount of patent application building blocks. The chairman of Shanghai Patent and Trademark Office, which has more than more than 30 years of experience in patent practice, must also say that today's patent applications have a lot of moisture, "at least half of it can be squeezed out."  He stressed that government departments should pay more attention to the role of intellectual property to promote innovation, if ignoring the "bubble patent" or even cited as "work performance", the direction of the deviation. At present, the patent application, the government department not only a large amount of relief related fees, but also give incentives. This subsidy policy has been quite controversial-if it is canceled, it will inevitably affect the application of enthusiasm, the application would decline, but the improper funding, but also the emergence of "bubble patent." In Shanghai, although this policy has been adjusting in recent years, and increasingly highlighting the true innovation of the tilt, but as long as there is funding, it will weaken the patent application fees to "bubble patent" the "natural filtering effect"-if the patent can be free, he le?  Nowadays, owning a patent certificate means more or less "benefits" to the individual and the unit. Zhongnanuniversity, director of intellectual property, Professor Wuhandong, pointed out that inChina has become an "intellectual property power" today, should pay more attention to the quality of intellectual property and efficiency issues, should be more concerned about other indicators and content, such as whether Shanghai should pay attention to the 9 major High-tech industrialization of the key areas of patent licensing and utilization, and the establishment of the performance evaluation mechanism of intellectual property-  Siyuan, director of the World Intellectual Property Organization developing countries, Wang ZHENGFA proposed that the patent subsidy policy should not be implemented for a long time and that the government should use its money more importantly. But who dares to bear the risk of a fall in the number of patent applications? Especially now, the domestic provinces and cities are staring at the "opponents" of the application volume, not to mention the decline, or an increase of 1% lower, may be regarded as "dereliction of duty" and "ineffective". In this regard, some experts frankly, considering the reality, it is difficult to "reluctantly", but Shanghai should take the lead "more attention to quality and efficiency."
