Experts say the key to energy saving is innovation and implementation of energy efficiency policy

However, the IEA's assessment showed that no Member State had implemented more than 57% per cent of the energy efficiency proposals in "full" or "basic", and that two Member States had only "basic" implementation of less than 10% of the recommendations.　　In terms of area, the implementation of energy efficiency policies in the transport sector by Member States is the least satisfactory. The reason for this is that the government is not doing enough, and the government lacks the skills to design, implement and evaluate energy efficiency policies.　　He called on countries to translate slogans into action and do their best to implement energy efficiency policies so as not to miss opportunities.　　However, IEA experts believe that in some areas China has done very quickly in terms of energy efficiency policies and implementation, and that its Member States have to learn from China. Hou Yunchun, deputy director of the Development Research Center of the State Council, said the task of energy conservation and emission reduction in China was arduous, but with great potential.　　It is entirely possible for China to achieve long-term energy-saving targets, but it relies on the central and local governments to propose operational strategic planning and overall action plans, sound laws and regulations, and develop energy efficiency standards.　　In Hou Yunchun's view, the challenges facing China's current energy-saving and emission reduction include: the level of economic development is still relatively low; in the development and utilization of energy technology, China and the international advanced level, there is a relatively large gap; in the system design and implementation of energy saving and emission reduction, there is still a lack of sound system, inexperience and operation simplification.
