One Huawei executive said the promises were intended to create "world-leading transparent programs" for network device providers. Huawei's consultancy in the United States is a company called Amerilink, whose manager is William Owens (William Owens), a former vice-chairman of the Joint Chiefs of Staff (Joint Chiefs of Staff).
