IDC: China e-government will develop to "cloud"

Driven by these changes, IDC forecasts 2011 government Industry IT market size will reach 62.38 billion yuan, to 2015 to increase to 88.1 billion yuan, 2010-2015 compound growth rate of 9%.

童华, a research manager at IDC's China industry research and Consulting Services department, said that in order to support the change of E-government, the "cloud" development of e-government is an inevitable trend.

The main driving factors of e-government cloud development include:

1. Changes in the government sector: Government departments will reduce the level of administration, the management of the centre of gravity shift, public services will be more provided by the grassroots government departments. At present, there are tens of thousands of counties, municipalities and township government Departments in China, and their IT construction is relatively insufficient. If the city can build a unified e-government cloud for subordinate counties, it can reduce the total cost of e-government construction, and can meet the needs of the county-level government and township government for E-government.

2. "12 Gold" project: At present, "12 Gold" project as the representative of the government sub-industry has already realized the data accumulation, and Jinhong project coverage of the population, geography and other macro data has been completed data collection, E-government will eventually realize the comprehensive analysis and utilization of these data. In addition to data warehousing technology, sophisticated cloud computing technologies will provide a guarantee for high-performance data analysis, storage, and rapid sharing.

3. The need to meet it challenges: 2011 IDC's interview with government CIOs or it principals in 68 cities shows that application and system integration are the first challenges facing it applications. This shows that e-government enters the deepening application stage, it needs the application integration to realize the sharing and integration of the business resources, and the stability and security of the application system coordination are also concerned by e-government. The high performance, low cost and high reliability features of cloud computing will make it a powerful tool for government departments to deal with it challenges.

At present, some level two or three cities in China have begun to provide general application of E-government for City and District government departments in the cloud platform, such as administrative approval, mail, printing, urban emergency and other applications. These e-government cloud is the government's private cloud, funded by the government to create a new high-level data center, through the operator's bandwidth advantage for the subordinate departments to provide e-government services, subordinate departments are free to use or pay according to the amount of use.

The construction of e-government cloud needs not only high performance server, network equipment and high bandwidth, but also the construction of a unified exchange standard and Exchange system, as well as the transformation of the existing general e-government system. Therefore, IDC recommends that ICT providers be able to provide a global perspective to meet the unified standard of cloud computing solutions. In addition, at present, many e-government applications are developed by the Government itself or with local small and medium-sized enterprises to develop, so that the cloud Platform service capacity is limited. Large-scale ICT enterprises should pay attention to these current small size e-government cloud, use their own technical advantages to help the government to build a moderately advanced e-government cloud applications, and promote the rapid development of e-government cloud.
