China online December 7, 2010, by the Chinese Academy of Economic Sciences, the Chinese Academy of Social Sciences, the Institute of Quantitative and Technical economics, social science and Literature publishing house jointly sponsored the "Economic Blue Book 2011" and China's economic Situation Analysis and prediction Symposium held in Beijing. The meeting analyzed and forecasted the trend and main problems of China's economic development in the 2010 and 2011, announced the main indicators of national economy in 2010-2011, and officially released the "2011 China Economic Situation Analysis and forecast" published by Social science Literature Publishing house. The Blue Book points out that as China's economy took the lead in recovering from the financial crisis, China's employment growth in 2010 was strong and presented many new features, most notably the "shortage of migrant workers", the frequent labor conflict, the wage rise of migrant workers, and the raising of minimum wage standards in various places. The Blue Book believes that the emergence of the shortage of migrant workers marked the disappearance of the characteristics of the unlimited supply of labor, implying a new stage of China's economic development is coming. The principal contradiction of employment is changing from gross to structural, and the fatigues wage increase is inevitable. In analyzing the reasons, the blue Book points out that the rapid economic growth since the reform and opening-up has also been accompanied by drastic demographic changes. During the 2004-2011-year period, the increase in the working-age population was reduced by 13.6% per cent a year, a change that directly led to the lack of unlimited supply of labour, the root cause of the persistent shortage of migrant workers since 2005. In response to the current strike, Foxconn workers, such as the excesses of labor conflicts, the Blue book that this is in line with the development of the regular phenomenon, is inevitable, should be seen as a "growing pains", should not be avoided and can not avoid. Refusing to use the system of labor market, such as collective bargaining system to solve the problem, is an ostrich strategy which ignores the existence of labor conflict. In addition, the Blue Book points to another noteworthy phenomenon, since 2003, not only in the higher proportion of the fatigues industry, the wages of workers have increased significantly, and the wage of migrant workers has increased by 10.2% per cent, especially in agriculture, the wages of workers to increase at a faster rate. In this respect, the Blue Book explains that the increase in labor productivity has underpinned the rise of fatigues wages. Performance in two aspects: first, the agricultural production has undergone a fundamental change, agricultural technology progress has shifted from the practical to labor-saving, agricultural productivity significantly improved. Second, the comparative advantage of labor-intensive industries in China still exists. Finally, the blue Book points out that the transition from middle-income to high-income is never plain sailing, especially after the turning point of Lewis, which is full of "growing Pains". To adopt correct policies to deal with this new situation and to cross the middle income trap, the most important thing is to make an accurate judgment on the stage of economic development, quicken the construction of labor market system and improve the mechanism of income distribution.
