Earlier, on December 27, 2013, the Ministry of Industry and Information Technology issued 11 mobile resale pilot projects, that is, 11 virtual operator licenses. The issuance of the new batch of virtual operator licenses is mainly due to the fact that China Mobile's virtual carrier partner has applied for a license.
