Expressed regret over the decision of the Tyre insurance case (reporter Shi) December 13, the WTO dispute Settlement body circulated to WTO members the report of the Expert Group on China's WTO dispute over U.S. tire safeguard measures. The Panel has not ruled that the US-specific measures against China's exports of U.S. tyres violate WTO rules. Reporters yesterday learned from the official website of the Ministry of Commerce that the Ministry of Commerce Law department responsible for the ruling expressed regret, and pointed out that the Chinese side of the panel's ruling may have a deep concern about the negative impact, will promptly appeal to safeguard the legitimate rights and interests of the Chinese industry. The official pointed out that the U.S. side of the Chinese tyres adopted by the special safeguard measures to pass the domestic political pressure to take protectionist measures, not in line with WTO rules. It has been proved that the safeguard measures are neither in China's interests nor in the interests of the U.S. side. Since the implementation of the special insurance measures, the U.S. tire industry's employment rate has not risen. Overall employment in the tire manufacturing sector fell 10% from a year earlier in 5 months, according to the U.S. Bureau of Labor Statistics. The move also reduced the number of jobs in the U.S. tire circulation, leading to the closure of some small and medium-sized tire wholesalers. In addition, China's Ministry of Commerce said the measures have increased the financial burden on low-income U.S. consumers. The average price of American tyres has risen 10% to 20%, according to data from some U.S. agencies. Although tyre prices are also affected by other factors, such as rubber costs, the imposition of tariffs is clearly an important reason for tyre prices. It is reported that, despite the adoption of special insurance measures for China, but the United States imports of similar tires have already exceeded the level before the implementation, the first half of 2010, the United States imports of related types of tyres increased by 21%, import prices rose by 30%. The measures have led to a marked drop in Chinese tyre exports to the US and the US to expand imports to other countries.
