1) Verify the name resolution (name resolution, which is the name of the oracle Network Service)
2) whether the remote listener is enabled

3. Start the listener and verify again
Summary:
1. The tnsping command can check whether the tcp protocol is the same. We call it network communication.
2. Check whether the listener on the server has enabled the tnsping command.
3. The tnsping command does not detect the service name of the listener on the server. Therefore, if the tnsping command is passed, it does not mean that it can be connected.
