ASP. NET startkit timetracker (notes on data binding)

Previously, data binding in the project was always used <% # %>

Today, there is a section in admintabs. ascx of ASP. NET startkit timetracker.Code:

I have never understood what the data binding syntax <% = %> means, or when it should be used.

Can I modify the above Code:
<A href = '<% # global. getapplicationpath (request) + "/" + (ASPnet. starterkit. timetracker. businesslogiclayer. tabitem)

Container. dataitem). PATH %> '>
<% # (ASPnet. starterkit. timetracker. businesslogiclayer. tabitem) container. dataitem). name %>
</A>

I only know that <% = %> seems to be the ASP syntax, because I have not written ASP, It is very raw for ASP.
