Chinese garbled characters appear when importing mysql into java

I wrote a small program to read the text in the txt file and write it into mysql. However, garbled characters exist in any case. Previously, this was the case.

Public static final String url = "jdbc: mysql: // 127.0.0.1/website? UseUnicode = true & characterEncoding = UTF-8 ";

So there is no problem...

Public static final String url = "jdbc: mysql: // localhost/website? CharacterEncoding = utf8 ";
