Access to files that cannot be deleted is denied

There are a lot of files on the windows2003 server that cannot be deleted. The deletion always prompts: access to files that cannot be deleted is denied, view folder security attributes, no user has operation permissions, and no user exists in the dialog box, the Add button is gray and unavailable. In the "Advanced properties permission" dialog box, there are no users, and the Add button is unavailable. In the "owner" dialog box, an adiministrators user exists.
