In the process of trying to resolve:
Set the virtual machine static IP: "192.168.1.17", but in the Windows native computer can not ping the virtual machine IP, found that the host IP is "192.168.56.1", their two IP is not a network segment, resulting in the host can not access the virtual machine.
Workaround:
Modify Vagrantfile to change the IP of the virtual machine to "192.168.56.2"

Config.vm.network "Private_network", IP: "192.168.56.2"

Restart the virtual machine

Vagrant Reload

Restart Service

(env27) vagrant@precise64:/vagrant$ python manage.py runserver 0.0.0.0:8000 performing
system checks ...

System Check identified no issues (0 silenced).

Django version 1.8.3, using Settings ' ops_master.settings '
starting development Server at Http://0.0.0.0:8000/
Quit the server with Control-c.

Visit again: http://192.168.56.2:8000/ops/hello/successful
