The main reason is because the current Java version is too high, you need to uninstall the high version of Java, and then install the Jre1.6 version.

After the installation is complete, you need to check the environment variables:

1) java_home C:\Program Files (x86) \java\jdk1.6.0_02

2) Add%java_home%\lib;%java_home%\bin in Path;

But after I've installed all of this, I still can't run. Then check the IE loading options, open IE's "Manage Add-ons" window, found that "Sun Java Console" is disabled, after the launch, and then run the help page, there will be prompted message: Java (TM) has been blocked, because it is outdated and needs to be updated. Update or this run, click this run, Java program successfully loaded. (run only in IE browser)
