I've done a lot of testing on Project Server 2013 before, and it hasn't been sent up. Now finally thinking can write some of their own things, are relatively simple, I am also a novice.

First, create a new user for PWA
We all know that Microsoft's products are basically based on Microsoft's unique ad Active Directory, these products like Exchange,lync,sharepoint, project and so on are able to synchronize the users of the ad, so the first to create an account in the domain for the user.
1. Create a new domain user account
1) First log in to the server with the system's built-in Administrator admin and create these users in AD users and computers.

2) for ease of administration in PWA, it is recommended that all users who use PWA join the "PWA user Group" global security group.

Share a PWA site to a specified user
In Browser input: http://servername/PWA/Log on to the Project Server 2013 page.
1) Click "Settings"-"Site Settings" in the navigation bar,

2) Go to "Site Settings"-"people and groups",

3) Enter "people and groups" to create a new user and select the appropriate category and global permissions for the user. (It is easy to synchronize the users in the AD).

When you're done adding, you'll see a workgroup in the list that is added to the PWA user group for the team members group in Project Server app.

Note: The setting here is to share the Project Server Web site with members of the "PWA Users Group" group, which is a set of SharePoint permissions that is necessary, otherwise the user visiting the site will prompt the following error.
