Precautions:

Qgis.core DLL not found: is caused by environment variable settings, but it is not possible to add environment variables directly in PATH, and you will find that there is no effect. The correct approach is to C:\OSGeo4W\bin add a bat file file to set your environment variables through a bat file and start the Eclipse.exe

The last line of the bat file is the path to eclipse, replaced by your own, without changing the rest.

When you start Eclipse, double-click Pydevqgis.bat, and then you can go straight to the coding. Because the Qgis.core dll not found took me a long time to search Google, I almost gave up the way PYQT Qgis was developed.
