There is jsp-api.jar under the Tomcat installation directory \common\lib, add it to the CLASSPATH variable.
If you use command jargon, you can temporarily specify the CLASSPATH variable:
Javac Abc.java-classpath%classpath%; Tomcat installation directory \common\lib\jsp-api.jar (additional packages can be added later, separated by semicolons)
It is best to add the jar package path to the system variable CLASSPATH.
My Computer--right-click Properties--Advanced--Click the New button under the system variable (if not already)--double-clicking the classpath variable or point edit--to add the path to each package (including the jar file name) to the existing Classpath value, OK.
