Tcpdf outputs pdf documents with Chinese garbled characters. TCPDF must be UTF-8 encoded in Chinese.
Gbk encoding is required for FPDF.
Write gbk characters to UTF-8?
Write UTF-8 characters to the gbk environment, mostly Tianshu
