Solution:
Run MMC, console -- add/delete management unit -- add -- find Microsoft SQL Enterprise Manager -- add -- close -- OK (Note: After adding, click here to close the unit, don't wait for a response. If you click Add multiple times, you can see n SQL enterprise managers ...), Go back to the console -- option -- select "user mode full access" in Console mode -- Cancel all the following options. Finally, choose console -- save as -- Storage: C: \ Program Files \ Microsoft SQL Server \ 80 \ tools \ binn \ SQL Server Enterprise Manager. MSC (the binn folder under the installation directory of sqlserver ).
Otherwise, register the DLL again.
Run: regsvr32 c: \ windows \ system32 \ msxml3.dll
