First See if your elephant (pgadmin) can connect to the database properly. If not, reload the database.

If the elephant can be connected, look at the Blue cat (Navicat for POSTGRESQL) or the Yellow cat (Navicat Premium) can not connect if the high version of the cat is reinstalled.

If you are still unable to connect, look at the schema in your config file that has been written incorrectly.

There is also the existence of the database (libraries created in navicat if not visible, the jfinal is also inaccessible, because the created database is broken by default in Pgadmin).

The reason is that the low version of Navicat does not support the 9.6 version of PostgreSQL.
