Make sure the locales is installed, use the "Apt-get install locales" command, and then use "locale-a" to view the character sets supported by the current system.

1. Enter "Dpkg-reconfigure locales" at the command line. After entering the graphical interface, (Space is selected, tab is toggle, * is selected), select en_US. UTF-8 and ZH_CN. UTF-8, when determined, will be en_us. UTF-8 is selected as the default.
2. Install the Chinese font, "Apt-get install Xfonts-intl-chinese" and "Apt-get install Ttf-wqy-microhei", then found that the webpage is not garbled, the system is not garbled.
3. Restart.
