It is said that the window firewall does not allow Oracle to communicate with the outside, so you need to add an exception or exception port to the window firewall.
Another computer in my local area network (with Oracle) installs the Win7 system. The following settings will solve the problem.

Right-click above "Inbound Rules", select "New Rule"-> Select "Port, click Next-> Select" Specific local port "and enter 1521 port, click Next->

This completes the inbound rule.
