Add an environment variable to my computer, properties, advanced, and environment variables. The variable name is TNS_ADMIN and the value is the path of the tnsnames. ora file,

4. After PLSQL is installed, start and cancel and Click Tools> Preferences> Connection:

Restart PLSQL to access the database. Chinese characters may be garbled during initial login. The solution is as follows:

Variable name: NLS_LANG
Variable value: AMERICAN_AMERICA.ZHS16GBK
Reconnect to display Chinese characters.
If you want to convert to the UTF8 character set, you can assign "NLS_LANG" to "AMERICAN_AMERICA.UTF8". Other codes are the same as above.
